Somali prime minister says outcome of the NCF will be taken to the federal parliament

Somali Prime Minister Omar Abdirashid Ali said that the framework agreement for holding elections this year by Somali leaders which endorsed by the cabinet, will be submitted to the federal parliament.

“The outcome of the National consultative Forum will be taken to the parliament. Considering the limited time, the security challenges and the expectations of the public for an outcome, Lower house members will be elected by clan elders, while upper house representatives will be chosen by “caucuses of the regional assemblies” in the states ” he said.

The decision was announced on Thursday after two days of heated talks in Mogadishu, calls for creation of an upper house of parliament, with 54 seats allocated among Somalia’s states.

The 275 seats in the existing lower house of parliament will be divvied up using the 4.5 formula, a power-sharing system among the country’s four major clans and their smaller counterparts.

The move comes barely two days after Puntland has announced that it will not accept the decision of the Federal Government regarding the elections process.

“On behalf of the government of Puntland, I want declare here that we will not accept that decision and is contradicting the opinion of the people of Puntland,” Said President Abdiweli.
