Somali government institutions are inept, unreliable and portray tribal inclination says presidential advisor

Somali federal government ministries and institutions have been accused of suffering from deficiency of trust by the Somali people, and depict a representation of a particular tribe.

Mohamed Ahmed Noor Tarzan, the political advisor to President Mohamed Abdullahi Farmaajo blamed government departments including the judiciary, parliament and ministries of turning these institutions into a corrupt, money making firms, a threat to government leaders and doing opposite of their mandates.

Speaking on the government ministries, he described the untrustworthy in service delivery they offer which is a deterrent to nationhood and tribalism given an upper hand aligning itself with certain ministries to the exclusion of benefit extension to the rest of the public

“What happened to our institutions? Do we have strong ones that stand for a nationhood? No we don’t have. Can the ministries be relied upon to treat the people in equal terms and the minister to represent the Somali people? Or did we legalize that the ministry belongs to a certain tribe where we assign certain tribes for a particular ministry? When we do this, then that ministry is not giving service to the nation but to a particular tribe” said Advisor Tarzan.

On the other hand, Tarzan spoke on degradable tribal power sharing under the 4.5 system where government positions are shared through the four major tribes and the smaller grouped under point five category.

“4.5 is an enemy which is directly opposing patriotism, our ability, knowledge, capability. Tribalism was only meant for representation in the parliament. It is not depicted in our constitution. It was not to be relegated down to the ministries, directors, doctors and army generals. Today a general wanted to lead an army of 30,000 comes to office though tribalism. NISA officials are brought in the same way. How on earth will such institutions going to be managed professionally? He asked rhetorically.

On the parliament, he labeled them as an organ for making money machine where they hold the government hostage threatening the top leaders with an impeachment if their flimsy demands are not met.

“Is the parliament doing what it was elected for? It was an arena for lawmaking but now engaged in political business. 90% of the president and the prime minister’s time are taken by the parliament. Are they going to work for the parliament or the public? They terrorize both of them. They bring motion against the government whenever they don’t have access to them. The MPs say the PM could not organize a [foreign] hospital for my wife or could not find an employment for my son, let us impeach him. This is the reality” he added.

He underscored the unreliability of the justice rendered by the courts mentioning them to be corrupt and misguided from their duties and doing opposite of they were required. He chastised the courts and the attorney general in unison.

“How are the affairs of the courts? Have you heard that we became the most corrupt government in the world for 5 years in a row? Have you ever heard of the attorney general accusing an official on corruption? This means he is not working well but doing something else. Today no one is expecting to get a reliable justice from the courts. Courts became like an agricultural farm cultivated by anyone for their own use. Do the Somali people trust the rulings of our courts? Not at all” added Advisor Tarzan.
