President Farmaajo and the Senate in an emergency meeting over 2018 Budget

Somali president Mohamed Abdullahi Farmaajo and the permanent council of the Upper House met today in an emergency session regarding the Budget 2018.

The meeting which was convened under Article 87 clause (c) states that Somali president is the guardian and promoter of the founding principles of the Constitution.

The upper house is raising complains against the  house of the people  who they say ignored their existence by submitting the 2018 budget straight to the office of the president after they passed before the Upper House debated it.

Speaking to Goobjoog News, Senator Hussein Sheikh Mohamud noted “the right possessd by the Upper House to debate the budget and all other bills ratified by the house of the people before they are forwarded to the president office.”

Senator Mohamud pointed out the blockade exercised by the house of the people in order for the budget to be transferred to the Upper House thereby hijacking the rights of the senate.

President Farmaajo has until December 31st 2017 to endorse the 2017 Budget to avoid “government shutdown” which literally means lack of salaries for the civil servants and the armed forces.
