President returns Auditor General bill to parliament for amendments

President Hassan Sheikh Mohamoud has for the first time declined to sign a critical bill into law after parliament passed it January, 2015. The president has returned the bill to parliament for amendments.

Parliament has voted on Saturday to accept the president’s proposal to do some amendments for the Auditor General Bill.

Among the articles the president raised his concerns are the powers enshrined in bill that the Auditor General can exercise, which president Hassan has suggested that the accountability task of executive should be given to the parliament instead of the Auditor General.

He also suggested that the appointing authority of the Auditor General should be the one he can tender his resignation to.

Also the president has asked the parliament to clarify who the Auditor General can refer his suggestions when he wants an office bearer to be removed from his post for incompetency or other matters.

For all the debts the government is borrowing should be included in the income, according to the president.

The president has also recommended that the Auditor General should submit his reports to the cabinet.

Parliament now has the task of reviewing the bill based on the president’s recommendations before submitting it back for assent.
